check if cpplint skript exists

Hello,

I add check if cpplint is already downloaded. It's because I'm after corporate proxy and every time I use your task it try to contact download location and proxy wants username and password. If there isn't any problém can you add this check?

Yep, there is no reason to download the file if it's found already

Anyway if you are behind proxy, there is also another possibility You can create a settings file in your home folder and define there the paths for the tools. In this case the download does not happen either. I will document this when I have a bit o time
