Add gh action to release roslyn server package

The idea is to add a github action that:

• downloads the new version of the roslyn server
• packages the necessary artifacts in a zip/tar file
• uploads this package to gh releases
• does this for every supported platform

This would makes things a lot easier when trying to support things like Mason. See #10.
