ITE IT8712F fan speed wrong #75

Fan speed is "ca. 3" times too fast.

The problem could not be identified. The Fan #3 has a fixed divisor of 2, so 
the problem can not be caused by a wrong divisor.

Also the version of this chip is unkown (will add the version into the report 
for the future).
