Actually, it looks like Hugo will handle this change transparently

@innovate-invent this PR looks good to me.

There is a slight issue that prevents compliance tests from being correctly evaluated. Most compliant implementations return error with a loose format.

The current jp-compliance executable seems to be too strict in what it expects.
