Fix number of digits in exponents and fractionals in grammar #81

Seems that not only one number is allowed in fractionals after dots and exponents after + / - operator. See RFC 4234, section 3.7.

Thanks for your interest in contributing, although I believe the spec is correct.

3.6: 1*<element> requires at least one;

Your proposed grammar would allow zero digits after a decimal for after e.
