The covariance calculation should be weighted by the magnitude of the data -- currently all points in the complex plane are weighted equally, but the ones with more magnitude (further out) are more important.

specifically, I'm suggesting that you assign aweights to the magnitude of the complex number

this was done with the covariance, but needs doing with the new moment of inertia method -- the things that are further out should be "heavier"
