We ask for updates on way more users than possibly necessary #17

Ideally we should only ask for updates on users who conceivably could have have 
an update, rather than what we do atm, which is every user in a stalk list 
every time the stalk list is viewed. This should be a simple WHERE clause based 
on check time.
