Update to latest protobuf version 3.17.3 #21

This fixes #19 as this package cannot be used currently with the latest protobuf version 3.17.3 on Mac.

Please also bump the version in the GitHub Action here: https://github.com/jmhodges/gocld3/blob/master/.github/workflows/go.yml#L17

I'm going to allow this workflow to run, and you'll likely see it error.
