IDE Wizard for Tool doesn't allow entering a name and creation

When trying to use the wizard to create a "Tool" i cannot enter a name, and 
hence cannot create the tool via the wizard.

Nevermind, just stumbled over the tooltip

For others: Obey the naming rules!

Might be a good idea to add the rules as a label rather than a tooltip
