plugin not loading for 3ds max 2009, xp 32 #6

installed the following...
qt-win-opensource-4.5.3-mingw.exe
PyQt4-gpl-snapshot-20090412_win32-msvc2008.exe
blur_pyqt_modules_install_8851_win32-msvc2008.exe
qt_install_4.5.2-1_win32-msvc2008.exe
blur_libs_install_8851_win32-msvc2008.exe
Py3dsMax2009_python24_x32_install_8678.exe

When I open max I get the message "BlurPython as not been loaded." in the
maxscript listener

I have a max plugin here: C:\3dsMax2009\plugins\blur\blurPython24.dlx
I have C:\blur\common as the first item in my Path environment variable
I have C:\Python24\Lib\site-packages in my PYTHONPATH variable

In the Plug-in Manager, the blurPython24.dlx plugin is not displayed in the
list of plugins even though the path .\plugins\blur is listed. I've tried
moving the plugin to other locations and adding the plugin path with no
success.

using windows xp 32 and 3ds max 2009 with python 2.4.4
