Wanted to share this in case others had a similar issue.
When I first installed the plugin and tried to use it on a template generated note, the plugin would not work, i.e. there were no automatically populated suggestions.
My error was that my template (stupidly) had a space between "tags" and ":" which must have confused the plugin. I changed tags : to tags: (removed the space) and now the plugin works perfectly.
