Counter-proliferation #10

The default game loop does not offer any incentive or penalties for leaving enemy equipment and weapons in the field.

It would be interesting to add counter-proliferation operations to part of the core gameplay. This would encourage players to be more mindful of equipment and vehicles in the AO while they are consolidating and reorganizing.

Weapon caches should be integrated in this system.
