Experienced this at low (<200) global reputation at Telos, Altis. The entire town was populated with civilians. No sign of insurgents.
Players began questioning civilians using Ask Info ACE interaction. After a minute or two, an armed civilian was spotted and approached. In doing so, the armed civilian began to fire at players. Once the man was engaged, all civilians in Telos armed themselves and began an hour long conflict against the players.
Civilians (as distinct from plain clothes insurgents) should:
Never make an entire population into combattants.
Surrender or flee regularly, even after taking up arms (only saw one surrender in Telos).
Rarely carry weapons openly, and sometimes side with BLUFOR (low probability, increased by rep).
