Empty igc files #15

Currently get written anyway

Dialog asking "You are about to write an empty igc file which is not much
use to analysis.  Continue anyway?"

Pros and cons of doing this....

Abandoned

An igc file should always be written so the analysis people know the logger has 
been 
read.

Of course igc format has no 'alert' method to say 'this is a blank track' but 
all 
the headers and stuff is written so the file is identifiable internally, and 
the 
FRDL operator is given a clear message 'no track found' when it is downloaded 
(not).
