Add DCS decode? #6

It should be possible to add a soft DCS decode to the multimode package. Anyone want to try it?

CTCSS decode via PLL GNU Radio there is a dcsdecoder.zip designed for SDR#. There was also Labview code written years ago for this purpose.

Labview is not available for the pi platform and SDR# is too heavy with too much latency for what we want. I think a few more minot tweaks to what I started in multimon is the best approach; very light weight and very low latency.
