Add completed outreach to readme

Hey @jmmastey! Finally got started on this (or at least tracking it). Is there a better place to track the outreach? I was planning on doing at least this much every two weeks. I'll update it as I get replies.

I wouldn't mind keeping them somewhere else if it's at least accessible. I kept them here mostly because I was just tracking my own work :)

For the moment I'm going to merge this, but if you feel like pasting it into a google spreadsheet or something I'm super down to replace table with a link.
