Reporter bubble location overlapping #3372

A teacher just pointed out that it's visually challenging to have the reporter output layer on top of a block like this:

They expressed concerns about dyslexic students and also said that even other students may "do the whole task and be unimpressed when there are just more words jammed in with what's already a jumble of words."

Could the report block appear above the block or expression that generates it (when it doesn't fit on the right)?
