New install.php to create/update database tables & procedures.

Also copies symbolic links and creates config.php from the sample.

It aims to simplify install steps:

Creation:
- upload files
- create database myAixada;
- install.php
- edit local_config/config.php
Upgrade
- upload files
- install.php
