Allow more time in bd processes #253

The backup and database update may require more time.

It is proposed to extend the time.

And in database update also is proposed write each step in the log file instead of at the end. So if process is interrupted can see in what step of the execution happened.

There are also cosmetic changes on the petition page install.php
