Hi,

This PR relaxes the constraint on Thor's version, allowing for example to update to Rails 6.1.

Coverage remained the same at 98.64% when pulling ef3d096369410d6401666b9251cd6990363b38b3 on Nerian:patch-2 into ffc2415a6b236ccf3061ca35e47a0f27517f5152 on jnbt:master.

With version 0.4.0 we released a less tightly restricted gem in regards of thor. See #62
