an internal management tool to improve evidence base in decision making (links with aterisk comment in previous)

Request to upload draft data as .csv. and not have to save and share with public (keep private as a regulator specific)

also would be useful for general data users such as consultancies for planning when to schedule noisy activities and planning when to apply for licences from regulators and identify if any risks with maxxing thresholds.

Would need a caveat that this is DRAFT and not interpreted as final as multiple users uploading drafts and would not be visible to other users.

DO37 is the same as DO43 - combine wording with Rejected 43. especially final text as "without officially registering it as a project or it affecting the underlying data in the registry "

Splitting D037 into two parts with DO 43. DO 43 to focus on uploading and manipulation proposed, unlicenced data to check potential cumulative impact.

DO. 37 to focus on download key data for decision making

Downloading the snapshot is essential.
