would it be possible to send gcodes before a print regardless of the printer state? i have my PSU controlled by my raspberry so the printer cannot come operational before the power is on.

No, you can't send gcode, but you should be able to use system commands. https://github.com/jneilliii/OctoPrint-PrintScheduler/wiki/Helpful-System-Commands
