This PR adds turnOn and turnOff API commands, similar to what other power control plugins have (including the OctoPrint-Tasmota plugin).
This will make it easier for applications (such as Cura, through the Cura-OctoPrint plugin) to turn on a printer before sending over a print. See https://community.octoprint.org/t/tasmota-mqtt-turn-on-from-cura/14332/8
