Add mailer for notifications and confirmations. #13

Blinder should:

Email me and Seejee when a new Proposal is created.
Email proposal submitters a confirmation that their proposal has been received.

The mailing list is finalizing language for the latter.

Where is this going to be set? Cucumber tests should know when to activate and deactivate this feature so that you are not spammed.

Assuming cucumber is running in the rails test environment, ActionMailer won't actually deliver emails, but will report back like it did after going through the motions.
