This adds the changes to the blinder app discussed in the scrc planning meeting on 3/6. Included is:

Deactivating routes for the review controller. We won't add them back until the auth layer is in place.
Adds required to the Question model/table, plus default values to the seed file.
Adds a required class to required fields on the proposal form
Adds validations to the Proposal and Response models to respect required fields.

Originally had a question about just using default model validation, but after discussing for with @jnf and future plans, this model should work well! Approved!
