I've been noticing this a while, he lane changing rules still apply to vehicles, but the graphical arrows reset to their previous state. I've been getting this behavior recently (last version), was wondering if anyone noticed it also.
Only possible mod I could think conflicts is Traffic Manager (now using the president edition), it could perhaps be doing something with the lane arrows, but it disables that part of the mod with Traffic++ present.
