DHCP server requires restart after initializing hostapd #2

Since last HASSIO upgrade, the devices wont get connected to the AP if the DHCP server does not get reloaded.

This issue was solved by adding a DHCP server inside the container, at the right time. Thus, there is no longer a dependency on the external DHCP server.
