how to install p lugin? #7

i download the plugin but still can't open the dds files...
i ran dds.exe but nothing happens...
any direction?
i'm on windows 7 btw
C:\Program Files (x86)\GIMP-2.0\bin
is where i placed dds.exe

its most in C:\Program Files\GIMP-2.0\lib\gimp\2.0\plug-ins

I had the same issue. I set both dds.exe and gimp to run as admin and the 
problem was resolved.

Same issue as Jcook here. Tried running everything as an admin, but can't get 
it working. 
(When I opened the plugin, it tells me that some file (lib bin or something, 
sorry I can't be more specific) is missing, hope that helps)
