What steps will reproduce the problem?
1. Craft a project file with <reportDirectory> and <reportNameFormat>
2. Pass to Echo as the only argument

What is the expected output? What do you see instead?
Expected a report (any report, perhaps raw Xml) in the <reportDirectory>. Got
nothing.
Please use labels and text to provide additional information.
I think this is because there is no way to specify a report type (/rt: argument
to echo). If I specify the project file AND /rt: I get the desired result, so
Echo is actually honouring the report options that are available, but no report
is generated because no report type was specified.
