This is dependent on Messaging System being complete

Admin(s) have the ability to generate CAPS (community action points) to be displayed in people’s profiles/accounts privately.
They will be displayed simply as a number in someone’s account.
These CAPS will be able to be sent from one user to another through messages (but more ideally through contracting once contracting has been completed)
