Uncreated Pod does not change for users if one is created afterwards #140

I'm aware that Pods are likely not to be something that remains, but in the meantime, if someone creates an account with a postal code that doesn't have a pod associated with it, they are stuck in limbo even if I create a pod around them. I have tested this.

This is still an issue. Not the end of the world, but it remains to be a bug. I'll test to see what happens if I create a global sized pod.
