If user begins in uncreated pod, then is switched to actual pod, cannot create request #165

Created user from admin w/postal code outside of pod areas + no assigned pod Was listed as uncreated pod when logged in Manually changed to Verdun User sees self as Verdun When user tries to submit request, they get this error page:
