R dependencies. #1

Make a list of R dependencies using the packrat library.

Current dependencies are base64enc, caret, C50 and e1071.

Of those, only C50 is not in the Ubuntu 18.04 standard repositories. The others coul be installed using apt install r-cran-caret r-cran-base64enc r-cran-e1071
