I started making some of the necessary changes for using DR17. I think this will only work locally for the time being (i.e. on pre-downloaded data), since the data.sdss.org site doesn't yet have a dr17 folder.
I've tested loading most of the files that are available, but it would benefit from review/more testing (@henrysky?)
