Update docs relating to 'time' mode #721

Trying to get 'time' mode turned into a wasted effort because the docs didn't 
mention that it now requires the flot time plugin.  Please mention this in docs 
and save people some time.  Thanks! -spencer

The docs actually do mention this, in a couple of places.  For example:

    Please note that it is now required to include the time plugin,
    jquery.flot.time.js, for time series support.

Were you looking at the copy at http://people.iola.dk/olau/flot/API.txt?  Those 
are the docs from 0.7, since that's the most recent stable public release.  For 
changes in the master branch, like the time plugin requirement, you should 
refer to the matching copy of API.txt.
