Upgrade ruff and reorganize ruff rules

• Bump Poetry to 1.8.2
• Bump ruff to 0.5
• Enable all ruff rules and ignore the ones failing
• Remove workaround for old mypy version
• Fix raw-string-in-exception lints
• Fix f-string-in-exception lints
