chore: update build and base image #111

This will update the build image to go 1.18 and the alpine base image to the current 3.16.

Fixes #109. Might fix #110.

Thanks for this. I've been struggling to find time to get back involved in this repo while also doing the day job. After this is merged I will cut a new helm chart version with the updated image.
