The Craft skill in Skills.md should include options to craft custom weapons and armor. At higher levels/skill checks, this should include using custom materials for bonus effects.
A simple effect is like +1 attack rolls, damage, or AC.
An advanced effect is 1 [Bonus AP] only for attacking with the weapon or 3 [Resistance] to [Fire] or whatnot.
Also think about situations people will get into - glowing weapons can be found in the dark (or inflict [Blinding] on a crit?), weapons that magically return cannot be stolen, and armor that rings like a bell when struck lets allies know you're in trouble (and maybe [Deafens] attackers when you take a crit?)
Remember that bookkeeping makes everyone sad, and that an average 1st-level character should be able to score 14s reliably on their skill checks.
