Adding a new category - it can not be selected as Primary category before event has been saved

Describe the bug

As one is creating a new event with a new category. The new category is not available to be selected as the Primary Category.

The first category seems to be automatically selected as the Primary. When unchecking the "default" category it is still seen in the Primary Category drop down.

To Reproduce Steps to reproduce the behavior:

1. Add a new event.
2. Add a new category.
3. Select multiple categories.
4. Notice the newly created category can not be seen in the Primary Category.

Expected behavior I expect after having created a new category that I would be able to right away select it as a Primary Category. (So that I do not have to save the event and then return to it later to select the primary category.)

I just tested with version 3.4.23. I see that I now can select the just created category as the primary category,
