Migrate responsive mode from Pro into free #573

Responsive was novel 10 years ago, but de rigeur now. Need to move over to Pro in 3.5

This may be harder than expected; the differences in HTML output could create significant backcompat issues. Will take some work, and may require a completely different interface.
