Location import from tribe is weirdly unreliable #597

I can't give a better explanation than this; it seems like all locations import; some locations get duplicated, but others don't; and some locations get assigned to events, and others don't. Needs exploration.

Following some clean up and refinement to the processing, this is much more stable.
