NLS_LANG env #236

Windows7 NLS_LANG=AMERICAN_AMERICA.ALT32UTF8 also not working json response returns "CHPT_DESC_MN": "?????????? ?????; ????????????? ????????????; ??????; ???????? ?????; ????? ??????? ?????? ???????.",

Same issue on CentOs + Oracle 11 NLS_LANG=AMERICAN_AMERICA.ALT32UTF8 :( {'VENDOR': 'Az¿rs¿nayetikinti SC-nin 3 sayli Mü¿ssis¿si' },
