Addresses https://github.com/joefitzgerald/packer-windows/issues/80 (rm: cannot remove '/tmp/TMPXXXXXXXX': Device or resource busy) for Windows 8.1

@jbarber Thanks. Looks like we have to add this for some other packer templates as well, see eg. #177.

Or we just remove this section as the command rm is no cmd shell command and seems to be part of OpenSSH.

Merging this until we remove OpenSSH and switch fully to WinRM.
