Redesign inductor #205

This replaces #200 and works with the new (unreleased) version of inductor.

One year later, we're still waiting for default WinRM in packer-windows. What's the situation here?

After working on inductor for a while, it just didn't solve enough problems that couldn't be solved through simpler means. I'd like to see the bulk of the reusable functionality moved out into WindowsBox Powershell modules and/or chocolatey.

The remaining bits should be pretty simple Autounattend.xml and packer.json files, which most people will probably want to customize to some degree anyway to fit their infrastructure etc. I still think having some of these as references is a good starting point, but I think most people end up forking these anyway.
