Create a Terminal utility for managing the bot outside of Discord #58

It would be kind of neat if there was a terminal utility that remotely interacted with the bot without having to work through discord. Sort of like GitHub CLI.

Also a website admin panel is another option.

What features would this have?

At the start, Im imagining that this would be useful for managing network groups ( as described in #53 ) and the various features such as TOTD. We have quite a few settings which might be better suited to be managed by a single central control interface rather than a series of commands.
