rtos: add azure-rtos solution #41

The purpose of this ticket is to provide Azure-RTOS solution. An example should be shown in a new repository.

A starter kit from Azure getting started examples should be selected for this. B-L4S5I-IOT01A or B-U585I-IOT02A are ideal.
