A possible change in UI flow:

Save new rules and rule changes along the way and get ride of the save 
button/dialog.  We'd provide a "Revert" ("Cancel" for new rules) and a "Done" 
button on the ChooseFiltersActions activity.  I think this is the default in a 
lot of applications now-a-days.  For an example of how this would work the 
"Contacts" application is done this way.
