(WIP)ci: add megalinter workflows

Megalinter config

• discussed and researched in https://github.com/joelparkerhenderson/architecture-decision-record/pull/73#issuecomment-1811690433
• set config to lint only markdownlint
  • excluding markdown-link-check and markdown-table-formatter
• ignore reports dir
  • run freely in each local
  • or cached in CI is enough

Github Action

• just copying from https://raw.githubusercontent.com/oxsecurity/megalinter/main/TEMPLATES/mega-linter.yml
• when a PR is created and if there is a violation, new commit will be added on that PR

@joelparkerhenderson a workflow is not triggered. can you check my permission has write for Action(the name would be workflow)? i think everything else is ok.
