RPM Filter: Parameterize internal pt1 motor filter cutoff. #1

I saw that someone wanted to test the original motor filter cutoff value vs what you had changed it to in this branch, so thought we might as well parameterize it temporarily. I set the range to be the original value and the new value. It could likely be expanded.
