Force restore of broken tests #102

If a test can not be loaded and has an archived version available, force a 
restore of the archived version.  There was a case encountered recently where 
testinfo.json was in the test directory but nothing else and the test continued 
to fail to load until the cached test was deleted and it was allowed to be 
restored from the archive.
